Goal setting with NLP is quite an art form. In the past, setting goals was all the rage. I predict that way of creating a future will become 'old hat' very soon.
There's nothing wrong with bolting on future desires, whether they be appropriate or not. I've spent many a happy day making montage and have goal setting days with friends. At the very least, you tell yourself (and sometimes others) that you are serious with an intention to move on in life!
What I have learned and now put into practise with great effect is that goals have to have a relationship with your development.
In other words, if what you are doing in life is learning, progressing and moving on with yourself, then whatever you choose to focus on gets more power if it's in line with that personal development.
Think of your body as a fantastic receiver and transmitter; as a magnetic device that connects with all things through energy.The deepest part of yourself will know where to get learning and development from, even if you have no idea in your everyday waking life. If the goals you choose do not have enough developpment for the mind and body, there has to be disharmony. At the unconscious level, you will know that is so. Whether it's the wrong relationship, or the wrong career, you'll know deep down.
That's why it's a good idea to meditate on where you are going next. Think of all the things that will be effected by your choices, especially your own development.
